Climate Action Roadmap
Climate Action under the Green Agenda for the Western Balkans (GAWB) supports alignment with the European Climate Law and the region’s pathway towards climate neutrality by 2050.
The first Green Agenda Action Plan (2021–2030) sets out actions related to the adoption of climate legislation, preparation of Western Balkans Six (WB6) domestic Energy and Climate Plans (NECPs), development of long-term low-emission strategies, strengthening of monitoring, reporting, and verification systems, advancement of climate adaptation planning, and preparation for carbon pricing mechanisms.
In the Revised Action Plan (2025–2030), these elements are further consolidated through targeted measures to reinforce climate governance, institutional capacity, and implementation frameworks. This ensures coherence with the EU climate acquis and the Energy Community process, while also reinforcing the regional cooperation framework on climate adaptation under the WB6 Climate Adaptation Strategy.
REGIONAL PROGRESS OVERVIEW
The data presented below are drawn from the Reports on the Implementation of the Green Agenda for the Western Balkans Action Plan (GARI) and reflect reported progress under the Climate Action roadmap. According to the 2025 GARI, implementation levels vary across WB6 and across indicators, with gradual progress recorded in several areas. Differences in performance reflect varying stages of legislative alignment, institutional development, and implementation capacity, as documented in the respective assessments.
ACTIONS
The Observatory integrates selected indicators from the Balkan Barometer 2025 surveys to complement implementation tracking with public and business perceptions data on issues relevant to the Green Agenda.
