Develop and implement integrated Energy and Climate Plans
ROADMAP PROGRESS
The 2025 GARI reports that the WB6 have moved from preparing Energy and Climate Plans (NECPs) towards adoption, notification and, increasingly, implementation, though at differing paces. Serbia adopted its NECP in July 2024 and notified it to the Energy Community Secretariat, and Montenegro adopted its plan in December 2025, after successive delays. Albania (2021) and North Macedonia (2022) adopted their NECPs before the 2030 Energy Community targets were set, and began updating them during 2025, though neither has finalised the update.
Bosnia and Herzegovina and Kosovo* have not yet notified their NECPs to the Secretariat, despite obligations under Article 3 of the Governance Regulation. With most plans now in place, the regional emphasis is shifting to operationalisation, where progress remains constrained by institutional coordination, data availability and the financing of planned measures.
