Prepare and implement climate adaptation strategies

ROADMAP PROGRESS

The 2025 GARI indicates limited new adaptation policy activity since the previous edition, with the WB6 continuing to develop adaptation strategies grounded in vulnerability and climate-risk assessments and aligned with the European Climate Law and the EU Adaptation Strategy.

Albania (2021), Bosnia and Herzegovina (2022), Serbia (2023, with an accompanying 2024–2026 action plan) and Montenegro have adopted policy documents aligned with their domestic Adaptation Plans and submitted them under UNFCCC frameworks; in 2025 Montenegro adopted its Climate Change Adaptation Plan for 2025–2035 with a 2025–2027 action plan. North Macedonia’s Adaptation Plan is in preparation, and Kosovo* has drafted its adaptation strategy and completed public consultation, though it is not yet adopted. WB6 have the legal obligation to report on their adaptation planning and strategies under the adapted and adopted Governance Regulation. Bosnia and Herzegovina, North Macedonia and Kosovo* have failed to report.

At the regional level, the WB6 endorsed the WB6 Climate Adaptation Roadmap in 2025, providing a common framework to strengthen resilience and a key input to the GAWB Action Plan; a Regional Adaptation Strategy is expected in 2026, aligned with the Revised GAWB Action Plan.

ACTION 4 CLIMATE ACTION

Note: Action 4 of the original Green Agenda Action Plan (2021–2030), which calls for the preparation and implementation of climate adaptation strategies, is retained in substance under the Revised Action Plan (2025–2030). In the Revised Plan, adaptation is strengthened through a clearer regional dimension, including endorsement and implementation of the WB6 Climate Adaptation Roadmap and the development of a coordinated Regional Adaptation Strategy, reinforcing alignment with the EU Adaptation Strategy and long-term resilience objectives.
