Energy Transition Roadmap

Energy Transition under the Green Agenda for the Western Balkans supports progressive alignment with the EU energy acquis and advances the decarbonisation of the energy system, including renewable energy deployment, energy efficiency improvements, coal phase-out planning, and market integration.

Under the first Green Agenda Action Plan (2021–2030), actions focus on the transposition and implementation of EU energy legislation, the preparation of Energy and Climate Plans, the strengthening of regulatory and institutional frameworks, and the mobilisation of investment to support a secure, competitive, and sustainable energy transition.

The Revised Action Plan (2025–2030) further consolidates these objectives by reinforcing implementation mechanisms, governance requirements and regional coordination, supporting a structured and resilient pathway towards climate neutrality by 2050.

REGIONAL PROGRESS OVERVIEW

The information presented below is based on the Reports on the Implementation of the Green Agenda for the Western Balkans Action Plan (GARI). The reports consolidate inputs from regional institutions and monitoring frameworks and assess progress in renewable energy, energy efficiency, electricity market reform and related governance obligations.

The Energy Community Secretariat continues to facilitate the preparation of integrated Energy and Climate Plans (NECPs) and monitors their adoption and implementation under the Governance framework.

The 2025 GARI reports continued but uneven progress across the WB6 in aligning legal and policy frameworks with the EU energy and climate acquis and in advancing renewable energy and energy efficiency. Renewable energy capacity continued to expand, particularly in solar and wind, while progress in energy efficiency, building renovation and practical implementation remained mixed across the region. Addressing grid constraints and investing in infrastructure capable of integrating increasing shares of renewable energy remain important priorities. Further efforts are required to accelerate the coal phase-out in coal-dependent WB6, strengthen energy efficiency implementation, advance carbon pricing, and complete the electricity market and infrastructure reforms needed for the energy transition.

The Observatory integrates selected indicators from the Balkan Barometer 2025 surveys to complement implementation tracking with public and business perceptions data on issues relevant to the Green Agenda.
