Set forward-looking 2030 energy and climate targets
ROADMAP PROGRESS
The 2025 GARI reports that all WB6 have set 2030 GHG-reduction targets through their domestically Determined Contributions (NDCs) and the Energy Community 2030 targets adopted under Ministerial Council Decision 2022/02/MC-EnC (Annex XIV, which accounts for LULUCF). Reporting has advanced to the third NDC cycle: Montenegro and Serbia submitted their NDC 3.0 in 2025, Serbia setting a 40.1% reduction by 2035 against 1990 excluding LULUCF, while Albania, Bosnia and Herzegovina and North Macedonia are still to submit theirs. Kosovo*, which is not a UNFCCC party, voluntarily adopted its first NDC in 2025.
Ambition levels and baselines continue to differ across the region, reflecting the differing emissions profile and treatment of land use (LULUCF), so headline targets are not directly comparable. The overall WB6 contribution amounts to around a 22% reduction in emissions compared with 1990 levels.

Note: Action 2 of the Green Agenda Action Plan (2021–2030), which focuses on setting 2030 climate targets aligned with the European Climate Law and the Energy Community framework, has been completed.
