Montenegro: Domestically Determined Contribution (NDC 3.0)

Montenegro's third domestically determined contribution (NDC 3.0) under the Paris Agreement, submitted to the UNFCCC in February 2025. It sets a net emission reduction target across all sectors of at least 55% by 2030 and at least 60% by 2035 against 1990 levels, and covers energy, industrial processes and product use, agriculture, waste and, for the first time, land use, land-use change and forestry. It replaces Montenegro's previous NDC, submitted in 2021, which targeted a 35% reduction by 2030 excluding LULUCF.
