Develop a Western Balkans Biodiversity Strategic Plan

ROADMAP PROGRESS

The 2025 GARI confirms that the Outline of the WB6 Biodiversity Strategic Plan 2030 (BSP 2030) was completed and published on the RCC website in October 2025. It was developed jointly by the RCC and IUCN in consultation with the Biodiversity Task Force for the WB6, and its vision, mission and five strategic goals were endorsed at ministerial level through the Dubrovnik Declaration. Key consultative meetings were held during the reporting period to advance the Plan’s development.

Under the Greening the Western Balkans project (IUCN, 2024 to 2028, funded by the Austrian Development Agency as part of International Partnerships Austria), the BSP 2030, the Biodiversity Monitoring and Evaluation Framework and the GAWB Biodiversity Information Hub are designated outputs to be developed and operationalised progressively over the project period. With the Outline now in place, the 2025 GARI assesses that the BSP 2030 moves in the next reporting period from a planning instrument to an implementation framework, with domestic-level uptake, financing and monitoring the primary outstanding requirements.

ACTION 51b PROTECTION OF NATURE AND BIODIVERSITY

Note: Action 51 of the firstGreen Agenda Action Plan (2021–2030), concerning the implementation and periodic reporting on the regional Biodiversity Strategic Plan, is consolidated in the Revised Action Plan (2025–2030) under Action 36, which establishes the development and implementation of a coordinated WB6 Biodiversity Strategic Plan aligned with EU and global biodiversity frameworks.
