Increase the share of renewable energy sources and provide the necessary investment conditions

ROADMAP PROGRESS

The 2025 GARI reports uneven progress in increasing renewable energy capacity and improving investment conditions across the WB6. Progress under this action is assessed through indicators covering renewable capacity growth, total installed capacity, and the quality of support schemes. All WB6 recorded some increase in installed renewable capacity between 2023 and 2024, but the scale varied considerably. Bosnia and Herzegovina and North Macedonia recorded the highest overall annual increases, reflecting a growing project pipeline particularly in solar and wind, while Kosovo* recorded only limited capacity growth due to structural constraints, including grid limitations and investment barriers. Several WB6 maintained relatively high-quality support schemes, although the strength and predictability of investment frameworks remain uneven.

The capacity mix remains dominated by hydropower, particularly large hydropower, although the data indicate a gradual diversification as solar and wind capacity grows. North Macedonia shows notable solar expansion, while Serbia and Bosnia and Herzegovina demonstrate relatively strong wind-energy development. Emerging technologies such as biomass and biogas remain marginal across the region, indicating untapped potential and the need for targeted policy support and improved investment conditions.

Despite progress in the regulatory framework, much of the prospective utility-scale solar and wind capacity remains outside the construction phase, indicating a gap between announced projects and realised installations. Electricity prices and market structures also continue to shape investment conditions: relatively low regulated prices may weaken investment incentives and delay market-based reforms, while gradual price adjustments and market liberalisation are expected to support further renewable-energy deployment and improve the financial viability of investments.

Note: Action 13 of the original Green Agenda Action Plan(2021–2030) is carried forward in the Revised Action Plan (2025–2030) through Actions 8 and 9. Action 8 strengthens the framework for renewable energy investments, permitting, grid modernisation and sustainability criteria, while Action 9 focuses specifically on increasing the share of renewable energy in heating and cooling (H&C), including integration of renewables and waste heat in the H&C sector.
