ROADMAP PROGRESS
The 2025 GARI reports that agriculture accounts for 10% to 20% of total emissions across the WB6, driven mainly by enteric fermentation from livestock, manure management, rice cultivation and fertiliser use, and that most mitigation effort to date has taken place through international projects and donor support. Reported shares vary: approximately 15% of total greenhouse gas emissions in Albania, 12% to 14% in Bosnia and Herzegovina, around 7% in Kosovo*, 4% in Montenegro and 7.9% in Serbia. Mitigation is increasingly anchored in domestic climate frameworks: Montenegro's Third Domestically Determined Contribution of 2025 sets a target of at least 55% net greenhouse gas reduction by 2030 against 1990 and explicitly includes the agriculture, forestry and other land use sector; North Macedonia has a 2030 agriculture-sector target of minus 29% relative to 1990; Albania's Domestically Determined Contribution scenario projects an 11.6% reduction in agricultural emissions by 2030 against 2016; and Serbia has identified agricultural measures under its Low-Carbon Development Strategy and its Integrated Energy and Climate Plan to 2030. During 2025, the Regional Expert Advisory Working Group on Climate Change Adaptation in Agriculture, operating under the project Green Agenda Western Balkans: Supporting the Western Balkans 6 in Adapting to Climate Change, supported the WB6 in aligning domestic strategies and action plans with the European Green Deal, CAP reforms and IPA III.

Note: Action 50 of the original Green Agenda Action Plan (2021–2030) is retained in the Revised Action Plan (2025–2030) as Action 34, maintaining the focus on reducing greenhouse gas emissions from agriculture and promoting climate-resilient and low-emission agricultural practices.
