Cooperate with scientific, education, business and agricultural holdings to facilitate transfer to innovative and environmentally friendly technologies and farming methods
ROADMAP PROGRESS
The 2025 GARI reports that the Regional Rural Development Standing Working Group has initiated a project on the Agriculture Knowledge and Innovation System in the WB6, under which roadmaps and action plans have been developed, although full operationalisation lags. Progress on Smart Specialisation Strategies varies: Montenegro adopted its strategy in 2019; North Macedonia and Serbia have completed mapping, stakeholder engagement and the identification of priorities but their strategies remain in development or draft; and Albania, Bosnia and Herzegovina and Kosovo* continue to face coordination challenges. Advisory services remain the principal constraint: reform is slow in Albania, Bosnia and Herzegovina has yet to develop a farm advisory service, Kosovo* has still to adopt a law on advisory services, Montenegro's services need strengthening, and in North Macedonia the implementing legislation under the 2023 Law on Advisory Services is not in place. In Serbia, an e-learning platform was developed under the EU-funded Strengthening Disaster Resilience in Agriculture project, together with eight manuals on good agricultural practices in climate change conditions supporting the Climate Change Adaptation Programme and its Action Plan.

Note: Action 47 of the original Green Agenda Action Plan (2021–2030) is retained in the Revised Action Plan (2025–2030) as Action 32, maintaining the focus on strengthening cooperation among scientific, educational, business and agricultural actors to facilitate the transfer and uptake of innovative and environmentally-friendly technologies and farming methods.
