Prepare and sign regional agreements on transboundary air and water pollution

ROADMAP PROGRESS

According to the 2025 GARI, several bilateral and multilateral agreements and cooperative frameworks are in place across the WB6, with implementation continuing during the reporting period. Albania and North Macedonia maintain a bilateral agreement on the protection and sustainable development of Lake Ohrid. Bosnia and Herzegovina continues to engage under the UNECE Water Convention, and an inter-ministerial Memorandum of Understanding on the flood forecasting and warning system in the Sava River basin remains operational. Serbia cooperates within the International Commission for the Protection of the Danube River (ICPDR) and the International Sava River Basin Commission (ISRBC). The Agreement on the Protection and Sustainable Development of the Prespa Park Area continues to support integrated protection of the Prespa ecosystem. A significant 2025 development was the launch, in March 2025 in Tirana, of a new phase of the Drin Basin Strategic Action Programme, financed by the Global Environment Facility with a USD 7.1 million budget over five years, advancing transboundary cooperation among Albania, Kosovo*, Montenegro and North Macedonia.

Note: Action 43 of the first Green Agenda Action Plan (2021–2030) is not retained as a separate action in the Revised Action Plan (2025–2030). Its objectives are addressed through broader actions that support regional cooperation and align with EU environmental legislation.
