Develop and implement Air Quality Strategies
ROADMAP PROGRESS
According to the 2025 GARI, the WB6 have made progress in aligning with EU air quality legislation, including policy adaptation and improved monitoring and reporting, although implementation remains slow and uneven. In Albania, implementation of air quality strategies is ongoing but the adoption of local air quality plans has been delayed, and spatially differentiated measures are considered more cost-effective than uniform ones. In Bosnia and Herzegovina, the Law on Air Protection was adopted in the entity of Federation of Bosnia and Herzegovina in 2024, in line with the corresponding law in the entity of Republika Srpska, while a strategy at the domestic-level remains pending. In Montenegro, adoption of the Air Quality Management Strategy has again been postponed, with the draft Strategy 2026–2029 foreseeing new air quality plans for the three designated zones. In North Macedonia there were no legislative developments during the reporting period, though municipalities including Ohrid, Prilep and Veles adopted air quality plans, and further plans and pollution cadastres are in preparation. In Kosovo*, no progress relating to air quality was recorded. Serbia maintains a high level of alignment, adopting a new Law on Air Protection in June 2025 and, during the reporting period, an air quality plan for Sombor. Preparation for alignment with the revised EU Ambient Air Quality Directive remains a priority across the region.

Note: Action 37 of the first Green Agenda Action Plan (2021–2030) is not retained as a separate action in the Revised Action Plan (2025–2030). Its objectives are reflected in actions that support alignment with EU air quality legislation and the development and implementation of air quality plans.
