Define a plan for the deployment and building charging stations for electric vehicles

The GARI 2025 indicates continued but uneven progress in EV-charging policy, planning and infrastructure development across the WB6. Albania completed the installation of nine fast chargers of up to 150 kW in key cities, ports and border/boundary crossings, integrated into a central management system, and on Serbia's motorway network the public roads company (PERS) has installed 32 electric vehicle chargers, of which 19 are operational and 13 were awaiting connection to the electricity grid because of higher-capacity connection requirements.

Electric-vehicle uptake nevertheless remains low across the region. The GARI reports approximately 6,000 registered EVs in Serbia and 2,891 in Albania, followed by considerably lower reported numbers in Bosnia and Herzegovina, Kosovo*, North Macedonia and Montenegro. High vehicle prices, insufficient charging coverage and limited incentives continue to constrain uptake.

Infrastructure development and regulatory readiness remain uneven. Deployment is affected by incomplete domestic policy frameworks, limited incentives and financing, non-standardised infrastructure, administrative delays, electricity-grid constraints and insufficient integration of charging strategies into domestic transport planning. Progress was particularly limited in North Macedonia, while Bosnia and Herzegovina remains at an initial stage and Montenegro continues to face regulatory, technical and grid-readiness constraints.

Accelerated implementation, stronger coordination between transport and energy authorities, and greater policy coherence will be required to achieve comprehensive charging coverage and support transport decarbonisation. This includes continued alignment with and implementation of Regulation (EU) 2023/1804, the preparation of domestic policy frameworks, prioritisation of TEN-T and urban charging locations, and mobilisation of investment for grid connections and interoperable charging infrastructure.

Note: Action 27a of the first Green Agenda Action Plan (2021–2030) is retained and further specified in the Revised Action Plan (2025–2030) as Action 18(b). The revised Action expands the scope from EV charging infrastructure planning to the development and adoption of domestic-level policy frameworks for alternative fuels infrastructure in the WB6, aligned with the EU Alternative Fuel Infrastructure Regulation and the Transport Community framework.
