Implement the Road Action Plan
ROADMAP PROGRESS
The GARI 2025 indicates continued progress in implementing the Road Action Plan across the WB6, with an average implementation rate of 53%. Progress on establishing a functional and efficient road maintenance system stands at 42%, while implementation of ITS measures on core and comprehensive road networks reached 27%. the relatively low ITS rate partly reflects substantial changes introduced to align the pillar with the Reform Agenda of the New Growth Plan, with four of its seven measures newly introduced.
Progress was recorded in road-maintenance planning and selected asset-management measures. Albania continues to maintain its domestic road network through performance-based contracts, with EUR 105 million allocated over three years. Kosovo* prepared tenders for multiannual maintenance contracts. Montenegro adopted a medium-term programme for the construction, reconstruction, maintenance and protection of state roads through 2028 and installed Road Asset Management System (RAMS) and a road-network database with EBRD support. North Macedonia is developing a ten-year road-development and maintenance strategy, while Serbia continued implementing its Service Level Agreement for 2024–2026.
Nevertheless, progress on measures carried over from the previous Action Plan remained very limited, particularly in achieving region-wide operational coverage of RAMS and wider use of Service Level Agreements. Continuous collection and updating of road-condition data remains a key challenge, alongside the need to attract and retain qualified technical personnel within road authorities and public companies.
ITS implementation remained largely preparatory and uneven, with delays in strategy approval, legislative transposition and broader deployment. Three new EU legislative acts were added to the pillar for transposition: Directive (EU) 2023/2661 amending Directive 2010/40/EU, and Delegated Regulations (EU) 670/2022 and 490/2024. The New Growth Plan and its Reform Agenda are expected to provide further momentum for their transposition and implementation.
A further pillar covering climate resilience and alternative-fuels infrastructure reached a regional implementation rate of 31%. Progress remains constrained by slow AFIR transposition and the limited deployment of alternative-fuels infrastructure beyond isolated pilot installations, although Albania completed nine fast-charging stations and Serbia installed 32 motorway chargers, of which 19 were operational.
Further progress requires the full operationalisation of RAMS, wider adoption of Service Level Agreements, systematic road-condition data collection, stronger technical staffing, timely adoption and implementation of ITS strategies and legislation, and accelerated integration of climate-resilience and alternative-fuels measures into domestic road-management frameworks.

Note: Action 24 of the first Green Agenda Action Plan (2021–2030), concerning the implementation of the Regional Road Action Plan, is reflected in the Revised Action Plan (2025–2030) through Action 15, which focuses on the transposition and implementation of the EU Clean Vehicles Directive to support the uptake of low- and zero-emission vehicles in public procurement.
