Ensure participation of WB6 in the European Climate Pact or consider the development of a similar mechanism

ROADMAP PROGRESS

The 2025 GARI reports that the European Climate Pact remains an effective mechanism for engaging individuals and organisations in climate adaptation. However, full participation is currently limited to residents of EU Member States, thereby restricting participation from the WB6 despite their meeting many other criteria.

Building on this, the WB6 intend, under the forthcoming Climate Adaptation Strategy, to explore similar or complementary mechanisms to strengthen stakeholder engagement, knowledge-sharing and adaptation capacity across the region.

ACTION 7 CLIMATE ACTION

Note: Action 7 of the original Green Agenda Action Plan (2021–2030), which promotes participation in the European Climate Pact or the development of a comparable engagement mechanism, is not retained as a standalone endorsed action in the Revised Action Plan (2025–2030).

Its substantive elements are reflected within Actions 1, 2 and 4 of the Revised Plan, through strengthened climate governance frameworks, institutional responsibilities, and operationalisation of monitoring and reporting systems. These actions also envisage regular coordination, meetings and knowledge exchange among WB6 stakeholders, thereby requiring structured stakeholder engagement and broader participation in climate policy implementation.
