The Climate Diplomacy Action Programme supports Germany’s foreign climate policy by facilitating international cooperation on climate protection, resilience, adaptation, energy transition, and climate financing. Implemented by GIZ, the programme collaborates with diverse institutions across 22 partners to promote just transition, feminist foreign policy, and climate-security linkages. It fosters diplomatic dialogues, strengthens climate governance, and supports initiatives like the German-Chinese climate dialogue and financing mechanisms for coal phase-out in Asia, while also empowering young climate activists on global platforms.

The individual cooperation measure of the programme aims to support Contracting Parties (CPs) in advancing their energy transitions by providing technical advice, fostering regional dialogue, and enhancing cooperation with the Energy Community (EnC) Secretariat. Through this cooperation, a technical expert is seconded to the EnC Secretariat thus mobilising targeted expertise to address CP-specific needs while also promoting exchange of knowledge and best practices.

The budget is a cooperation measure with relevance to WB6 (30.000.000 global overall project). Measure with relevance to WB6: Contracting Parties of the Energy Community.
