The project supports 15 municipalities in creating SECAPs and fulfilling EU Covenant of Mayors membership requirements. Partnering with the GEAR network, it drives municipal decarbonisation by offering training, workshops, and participatory approaches that emphasize early dialogue and public involvement. GEAR collaborates with municipal staff to design SECAPs, raise public awareness about climate commitments like the EU Green Deal and the Sofia Declaration, and promote local climate action. The project also includes a regional SECAP conference, municipal competitions with awards, and the dissemination of related publications.

This project is funded by the German Federal Ministry for Economic Affairs and Climate Action (BMWK) through the European Climate Initiative (EUKI) project ideas competition, which is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
