Governance of the Energy Union and Climate Action Regulation

The Governance Regulation (EU) 2018/19991 on the Governance of the Energy Union and Climate Action provides the institutional framework for ensuring that the objectives set out in the European Climate Law, the European Green Deal, and subsequent legislative packages, such as Fit for 55, are translated into coherent, transparent, and measurable domestic action. Rather than introducing new targets, the Regulation defines how climate and energy policies are planned, implemented, monitored, and adjusted over time.

At the core of the Regulation are the National Energy and Climate Plans (NECPs)2 and the Long-Term Strategies (LTS)3. NECPs set out domestic policies and measures across five dimensions of the Energy Union: decarbonisation, energy efficiency, energy security, the internal energy market, and research, innovation and competitiveness. Long-Term Strategies complement NECPs by providing a long-term vision for climate neutrality and energy system transformation beyond 2030.
