Water Framework Directive (WFD)
The Water Framework Directive (WFD)1 is the central legal framework governing the protection and management of inland surface waters, transitional waters, coastal waters, and groundwater in the European Union. It establishes an integrated approach to water policy with the overarching objective of preventing further deterioration of water bodies and achieving good status, defined as both good chemical and good ecological status. The directive organises water management at the level of river basin districts and is implemented primarily through River Basin Management Plans (RBMPs) and associated Programmes of Measures (PoMs), which are prepared, reviewed, and updated in six-year planning cycles.
These objectives are operationalised through a comprehensive set of requirements covering water body characterisation, monitoring, economic analysis of water use, and the application of cost-recovery and the polluter-pays principle. The WFD promotes coordinated planning across administrative boundaries, integrates environmental objectives into sectoral policies, such as agriculture, energy, and urban development, and emphasises data-driven decision-making.
