Circular Economy Action Plan (CEAP)
The circular economy is a core pillar of the European Green Deal1 and is operationalised through the EU Circular Economy Action Plan (CEAP),2 which aims to achieve climate neutrality in the EU by 2050. Adopted in March 2020, the second CEAP sets out a comprehensive reform agenda to make sustainable products the norm, reduce waste generation, strengthen recycling and secondary raw material markets, and decouple growth from resource use. The CEAP is structured around 35 actions targeting seven priority value chains, including: (i) electronics and ICT; (ii) batteries and vehicles; (iii) packaging; (iv) plastics; (v) textiles; (vi) construction and buildings; and (vii) food, water and nutrients.
