Sustainable Urban Mobility Plans (SUMPs)
In the EU, Sustainable Urban Mobility Plans (SUMPs) represent a core urban mobility policy instrument that provides a strategic framework for integrated, low-emission and people-centred transport systems, aligned with the objectives of the Sustainable and Smart Mobility Strategy and reinforced through urban node requirements under the Revised TEN-T Regulation.
SUMPs are designed to integrate multimodal transport, promote low-carbon mobility options and improve accessibility, while incorporating climate and resilience considerations into urban transport investment and planning. Multimodal passenger hubs and comprehensive mobility planning are expected to be in place for TEN-T urban nodes by 2030 as part of EU connectivity targets.
