Climate Resilience Plans

Transport infrastructure across Europe is increasingly exposed to climate-related risks, leading EU institutions to integrate climate adaptation and resilience considerations into transport planning and investment processes. The European Commission’s Notice – Technical guidance on the climate proofing of infrastructure in the period 2021-20271 outlines best practice for climate-proofing transport projects supported by EU funding in the 2021-2027 programming period. This guidance is designed to help project promoters undertake climate risk screening, vulnerability assessments and adaptation analysis as part of infrastructure planning and preparation, in line with requirements across key EU funding instruments.

At the EU level, climate resilience is further reinforced through the Revised TEN-T Regulation climate provisions2, which embed considerations of climate change and disaster resilience in core network infrastructure development and prioritise adaptation measures in project design and implementation.

Zero-Emission Airports and Ports 

At the EU level, the deployment of alternative-fuel infrastructure and sustainability standards in ports and airports is supported by interconnected policies, including the EU Sustainable and Smart Mobility Strategy, which targets the roll-out of cleaner fuels and climate-friendly transport infrastructure across the TEN-T network.

Interreg cooperation programmes under the EU framework encourage collaborative action on sustainability and resilience in transport, including the South Adriatic Connectivity Project3, which promotes strategic alignment with European sustainable mobility objectives through policy work, capacity building and feasibility studies for greener transport infrastructure.

These EU-linked initiatives also integrate environmental and climate components, exemplified by transnational projects that enhance resource efficiency and integrate renewable energy at transport nodes and hubs. In the WB6, Albania and Montenegro are participating in the Interreg IPA South Adriatic, Interreg Euro-Med, and Interreg IPA Adrion projects that support the deployment of alternative fuels, renewable energy investments, and environmental quality improvements in port infrastructure.
