Regional Energy Efficiency Programme (REEP)
The Regional Energy Efficiency Programme (REEP) was established in 2012 under the Western Balkans Investment Framework (WBIF) to support the WB6 in decarbonising their economies through increased investment in energy efficiency and renewable energy. REEP supports projects across the residential, public, and private sectors and represents the only investment vehicle within the WBIF dedicated specifically to energy efficiency.
The programme is implemented through close cooperation between key European and regional partners, including the Energy Community, the European Bank for Reconstruction and Development (EBRD), the European Commission, and the KfW Banking Group.
The main objectives of the Regional Energy Efficiency Programme are:
- To support WB6 beneficiaries achieve their sustainable energy objectives
- To help create a sustainable market for energy efficiency in the region
- To promote renewable energy and energy efficiency
- To stimulate energy efficiency investments
Since its establishment, REEP has mobilised more than EUR 1.1 billion in financing for energy efficiency improvements. Investments have supported1:
- energy efficiency upgrades in public buildings, including schools, hospitals, and other public facilities;
- energy efficiency improvements in the residential sector, covering individual households and local businesses; and
- the decarbonisation of local district heating systems, supporting utilities in transitioning towards cleaner and more efficient energy sources.
Through these investments, REEP contributes not only to emissions reduction and energy savings but also to improved living conditions, reduced energy costs, enhanced energy security, and stronger alignment of the WB6 with EU energy and climate policy objectives.
