EU Growth Plan for the Western Balkans
The EU Growth Plan for the Western Balkans1, adopted by the European Commission in 2023, aims to accelerate the socio-economic convergence of the Western Balkans 6 (WB6) with the European Union. It seeks to progressively integrate WB6 into the EU Single Market, strengthen regional economic cooperation, advance EU-related reforms, and increase pre-accession financial support for enlargement.
A core feature of the Growth Plan is its incentive-based approach, which allows enlargement partners to benefit from selected elements of EU integration ahead of full membership, provided they meet the relevant conditions. This is intended to accelerate the implementation of reforms and deliver tangible economic and social benefits to citizens.
The Growth Plan is structured around four mutually reinforcing pillars:
1. Enhanced integration with the EU Single Market
WB6 are granted progressive access to key areas of the EU Single Market prior to accession, conditional on alignment with EU rules and standards. The objective is to stimulate trade, attract investment, and support economic growth.
Stronger regional integration through the Common Regional Market
Building on the Common Regional Market2, the Plan supports the removal of barriers, stronger regional supply chains, and enhanced competitiveness through deeper economic cooperation within the WB6 region.
2. Acceleration of fundamental reforms
Priority is given to reforms in the rule of law, public administration, economic governance, green and digital transitions, and human capital development. Progress in these areas is directly linked to financial support under the Plan.
3. Increased financial support for convergence
Convergence is supported through enhanced EU financing, notably via a dedicated Reform and Growth Facility3, designed to back reforms and investments that deliver measurable socio-economic impacts and faster alignment with the EU.
