Hydrogen and Gas Decarbonisation Package

The EU hydrogen and gas decarbonisation package1, consisting of Directive (EU) 2024/17882 and Regulation (EU) 2024/17893, sets out the rules governing the internal market for hydrogen and decarbonised gases. The package aims to facilitate the uptake of renewable and low-carbon gases, in particular hydrogen and biomethane, and to support the decarbonisation of the gas sector, while ensuring security of supply and the effective functioning of the internal energy market.

It establishes a dedicated regulatory framework for hydrogen, including rules on network access, tariffs, unbundling and system operation, allowing hydrogen markets and infrastructure to develop in a gradual and proportionate manner. At the same time, it adapts the existing gas market framework to enable the integration of decarbonised gases, promote intra-regional trade, enhance market transparency and provide legal certainty for investors, in line with the EU’s climate and energy objectives.
