Progress Report on Implementation of Next Generation Action Plans and EU Acquis Transposition for the Western Balkans

A monitoring report published by the Transport Community Permanent Secretariat in 2025, tracking implementation of six thematic Next Generation Action Plans for 2025 to 2027 across Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia and Serbia. It assesses progress against Annex I of the Transport Community Treaty, the EU legislation that Regional Partners are required to transpose. The report presents regional aggregates for rail, road, road safety, waterborne transport and multimodality, transport facilitation, and social issues and passenger rights, followed by separate assessments for each of the Western Balkans Six, with technical annexes setting out the indicators and scoring methodology.
