CBAM-Readiness Tracker

A tracker published by the Energy Community Secretariat in October 2025 estimating the exposure of Contracting Parties to the EU Carbon Border Adjustment Mechanism. It estimates that the annual CBAM financial exposure of EU importers of electricity could reach EUR 1.17 billion, with electricity imported from or transiting Serbia accounting for the largest share at an estimated EUR 612.5 million annually, followed by North Macedonia, Montenegro and Bosnia and Herzegovina. It serves as a reference tool for tracking decarbonisation progress in the Economic Reform Programmes of the Western Balkans Six.
