Annual Implementation Report of the Acquis under the Treaty Establishing the Energy Community

The Energy Community Secretariat's annual assessment of how far Contracting Parties have transposed and implemented the acquis under the Treaty establishing the Energy Community, prepared under Article 67 of the Treaty. It assigns each Contracting Party an implementation score and groups findings thematically, covering market integration, decarbonisation, energy security, the environment and the performance of authorities. The 2025 edition reports emissions data for plants covered by the domestic-level Emission Reduction Plans and assesses energy poverty and social protection measures across the region.
