Montenegro: Low-Carbon Development Strategy (SNR)

Montenegro's Low-Carbon Development Strategy (LCDS), along with its initial five-year action plan for the 2026–2030 period, establishes a long-term strategic pathway to achieve climate neutrality by 2050. Developed under the leadership of the Ministry of Ecology, Sustainable Development and Northern Region Development and aligned with Montenegro's Energy and Climate Plan (NECP), the framework sets an intermediate target of a 55% net reduction in emissions across all sectors by 2030 compared to 1990 levels. It details sector-specific policies and measures (PAMs) focused on minimizing gross emissions while factoring in the mitigation potential of the land use, land use change, and forestry (LULUCF) sector.
