Kosovo*: First (voluntary) Domestically Determined Contribution

Kosovo*'s first domestically determined contribution, adopted voluntarily in 2025. Kosovo* is not a member of the United Nations and therefore has no obligation to submit an NDC to the UNFCCC; it adopted the document in order to align with global climate goals. The target is set against a 2016 baseline and projects a 16.3% reduction in net emissions by 2030, complementing the greenhouse gas values for 2030 stated in Kosovo*'s Climate Change Law.
