Circular Economy White Paper (Bijeli papir cirkularne ekonomije u Bosni i Hercegovini)

A policy publication issued by the Centre for Policy and Governance in April 2022, examining the transition to circular economy models in Bosnia and Herzegovina. It sets out the current position, reporting that resource productivity in Bosnia and Herzegovina lags well behind the EU average and that only a small share of generated waste is recycled while most is landfilled. It analyses regulatory, financial, organisational, technological and consumer barriers to circularity, and proposes five groups of incentives: regulatory improvements and subsidy reform, tax incentives for circular enterprises, full-cost pricing in waste management, green public procurement, and education and awareness measures.
